Protecting Workplace Dignity & Rule of Law
The HRVGE archive is a public-interest documentation repository created to counter arbitrary orders issued by superiors through rank abuse or external political pressure. In many administrative offices, statutory service codes and fundamental rights are violated with impunity.
Documented Violations Include:- Forced Work on Holidays: Coercing non-emergency staff on Sundays & public holidays without compensatory leave.
- Withholding Dues & Claims: Stalling emergency medical reimbursement, increments, or salary as administrative harassment.
- Unregulated Hours & Night Calls: Forcing 14-16 hour continuous shifts and arbitrary midnight telephone instructions.
- Politically Pressured Directives: Directives forcing officials to breach procurement, tender, or revenue regulations.
- Retaliatory Inquiries: Vindictive transfers, fabricated show-cause notices, or adverse ACR entries against upright staff.
अवैध आदेशों और प्रशासनिक उत्पीड़न के विरुद्ध संरक्षण
HRVGE पोर्टल भारत के समस्त सरकारी कर्मचारियों के संवैधानिक अधिकारों और सेवा नियमावली के संरक्षण हेतु एक स्वतंत्र सार्वजनिक साक्ष्य मंच है। वरिष्ठ अधिकारियों द्वारा पद के दुरुपयोग और राजनीतिक दबाव में जारी किए गए मनमाने आदेशों को साक्ष्य सहित दर्ज किया जाता है।
पोर्टल पर दर्ज किए जाने वाले मुख्य प्रकरण:- अवकाश के दिनों में जबरन कार्य: रविवार व राजपत्रित अवकाशों पर सामान्य कार्यों हेतु बुलाना और प्रतिकर अवकाश न देना।
- वेतन एवं भत्तों पर रोक: प्रताड़ित करने की नीयत से वेतन रोकना, चिकित्सा बिलों (Medical Claims) को अटकाना।
- अमानवीय कार्य-घंटे व देर रात निर्देश: 14-16 घंटे अनवरत कार्य, देर रात फोन या व्हाट्सएप पर गैर-कानूनी निर्देश।
- राजनीतिक दबाव में अनुचित आदेश: टेंडर, खरीद या प्रशासनिक नियमों का उल्लंघन करने हेतु राजनेताओं द्वारा बनाया गया दबाव।
- दुर्भावनापूर्ण स्थानांतरण व धमकियां: नियम पालन करने पर प्रतिकूल प्रविष्टि (Adverse ACR) व दूरस्थ ट्रांसफर की धमकी देना।
Strict Evidence Standard
No verbal gossip. Every report strictly requires an attached official memo, written circular, or scanned order (.pdf or .jpg).

Privacy & Identity Defense
Zero IP logging. HRMS numbers are converted client-side into SHA-256 tokens to shield reporting personnel against retribution.

HRVGE is an independent civic documentation platform and archive. It is not an official government grievance-redressal portal, investigative authority, tribunal (CAT/SAT), court, or vigilance agency. It does not independently adjudicate disputes, establish legal culpability, or guarantee administrative outcomes. Submissions represent information preserved in the public interest with supporting documents. Absolute anonymity cannot be guaranteed if documents contain circumstantial identifiers. Strictly excludes classified defense materials.
